GAP Bilbao stresses the high level at which e-puertobilbao is established.

The Governing Board of the Group for the Harmonisation of Procedures in the Port of Bilbao (GAP Bilbao) held a working session at the Port Authority of Bilbao headquarters in order to assess the progress made by the e-puertobilbao platform throughout 2008, and to present the actions planned for the coming year.

It was confirmed at the meeting that the e-puertobilbao platform, which is five years old in December, is a consolidated project, with 282 companies using its services, and 594 certified users. What is outstanding is the high extent to which its services are established and used: practically 100% of the first four, 65% in pre-notifications and, in its introductory phase, in paper-free Customs export clearance – which was presented on 5 November.

At the present time the following e-puertobilbao services are available:

• Integrated Berthing Procedure “PIDE”
• Dangerous goods processing
• Summary declarations and cargo summaries
• Coordination of container positioning at Border Inspection Post
• Pre-notification of road transport into the Port entry control and processing of stevedoring terminal gate.
• Paper-free Customs export clearance

Likewise, the plan of actions for 2009 was presented, which includes developing the following services:

• Entry and departure of goods via land into and out of the Port
o Integration of e-puertobilbao and Renfe Operadora, a project in a joint phase between Renfe Operadora with its new platform, Omnium, and the ports and telematics platforms of Valencia, Barcelona and Bilbao. This will enable the efficient processing of entering and departing goods via rail to port areas and stevedoring terminals.
o Unloading lists
o Shipping agent to terminal service
o Transport order service

• Integration of e-puertobilbao with Bilboestiba for labour requests.
• Integration of e-puertobilbao with maritime operator portals such as GT nexus and INTTRA for transport instructions services, space reservation, embarkation details and goods monitoring.

The Governing Board is the organ that brings together all the representatives with decision-taking ability from the companies and institutions in the Bilbao maritime-port environment, and its main aim is to mark the guidelines for the development of the services in e-puertobilbao. The structure of GAP Bilbao is made up of the Governing Board, the Technical Secretariat, and the working Groups and Commissions.
