Port Authority of Bilbao presents its model for exploitation and management of Port of Bilbao TELOF at Pancorbo

Today in Pancorbo, the Port Authority of Bilbao has presented its operational and management model for its Railway Logistics Terminal (TELOF in Spanish) which it is developing in this town in the province of Burgos.

A large group of shippers from the area attended the act as did representatives from the Bilbao Port community, in addition to personalities such as the Mayor of Pancorbo, Carlos Ortiz, the Deputy for Economic Development and the Environment of the autonomous region of Castilla and Leon, Juan Carlos Suárez-Quiñones, the Spanish Government Delegate in Castilla and Leon, María José Salgueiro, and the Chairman of Spanish State Ports, José Llorca. The Port Authority of Bilbao was represented by Chairman Asier Atutxa, and Director of Operations, Commercial Development and Logistics, Luis Gabiola, who informed those present of all the details about this strategic infrastructure for the Port of Bilbao.

In January 2011, the Port Authority endorsed the purchase of the lands of the “El Prado” industrial estate where the TELOF is being developed. It has
a total surface area of 480,000m² and is strategically located next to the AP-1 motorway and beside the main railway line.

The rail connection works and service tracks, completed in March 2015, were commenced in September 2013 by the Temporary Consortium formed by Comsa and Cycasa Canteras y Construcciones. These works have provided the terminal with a 750-metre train reception and despatch track together with two electrified shunting tracks for 650-metre operations, as well as two 750-metre long tracks for loading and discharge. The track gauge is Iberian, although it can change to international standard.

The tender for the first phase of the development works, at present in progress, was awarded to the Temporary Consortium formed by Rover Alcisa and Cyes Maritime Works. These works will be completed at the beginning of 2017.

The remainder of the terminal will be developed in phases, flexibly in accordance with the needs and cargo types of those customers wishing to set up in this logistics zone.

So far, the Port Authority has invested 38 million euros in the works. The lands purchase received a non-refundable subsidy of 2.1 million euros and a 500,000-euro subsidised loan as part of the Spanish Government’s Reindus Plan (aids for reindustrialisation). In addition, the Pancorbo railway connection has benefitted from 1.96 million euros co-financing from the IBUK-Intermodal Corridor Project which was applied for at the 2011 TEN-T call.

Management and services model

The terminal will have a totally externalised management model through an operator with rail experience and the ability to attract new customers, while enabling intermodal transport (road and rail) through the Port of Bilbao by attending other rail services and shunting operations.

Preliminary conditions are as follows:

• Plots for use with logistics, industry (light and medium), rail and tertiary with conditions, non-residential and facilities.
• Minimum plots of 4000m², with maximum 80% occupancy.
• To commercialise the land preferably for rental at competitive prices.

The main services offered at the terminal will be:

Cargo and container services

• Container handling
• Depot for full containers
• Depot for empty containers
• Groupage and degroupage
• Container cleaning and repair
• Goods storage

Train and lorry services

• Loading and unloading (lorries and trains)
• Transport organisation and management
• Handling freight cars
• Driver and vehicle services

Information services

• Port of Bilbao Vessel departure timetables, shipping lines and port traffic.
• Documents management

Inside the TELOF, the Port of Bilbao also has additional surfaces for logistics-industrial and goods management use, which can be rented or sold to interested parties.
